Resumo
Reformas formalmente instituídas por normativas federais produzem trajetórias heterogêneas entre municípios brasileiros. Este artigo articula o institucionalismo histórico como arcabouço teóricoanalítico para pesquisas em planejamento urbano e gestão da política urbana no Brasil, formulando a hipótese teórica de que a sobreposição institucional (layering) constitui um mecanismo prevalente no sistema de planejamento territorial brasileiro. Delimita-se o objeto de análise na trajetória das políticas urbanas e nos mecanismos de mudança institucional gradual. Metodologicamente, caracteriza-se como ensaio teórico baseado em revisão bibliográfica seletiva, orientado à articulação conceitual e sistemática de eixos analíticos. Reúnem-se e articulam-se os tipos de instituições urbanas — terra e propriedade, infraestrutura e governança — e os mecanismos de mudança incremental — sobreposição, conversão, deriva e deslocamento —, adequando-os aos níveis de discricionariedade e às estruturas de veto do federalismo brasileiro. Conclui-se que essa combinação permite prever qual mecanismo tende a prevalecer em cada tipo institucional, sustentando uma agenda de pesquisa comparativa entre municípios.
