Focus and scope
The Ibero-American Journal of Municipal Studies (RIEM), belonging to the Universidad Autónoma de Chile, is a free and open-access scientific publication of Ibero-American scope. The journal is published continuously and contains unpublished academic articles and reviews, published in Spanish, Portuguese and English.
The journal seeks to be a space for interdisciplinary dialogue on subnational development and public management in Latin America. For the same reason, RIEM accepts articles based on particular case studies, which are always related both theoretically and empirically to broader processes, whether national or international. The main subjects covered by the journal are: public administration, political science, sociology, law, economics, anthropology, psychology, geography, education and health.
Open access policy
This journal provides immediate open access to its content, based on the principle that providing the public with free access to research helps a greater global exchange of knowledge.
The publication is free, and its contents are distributed under the Creative Commons Attibution- 4.0 International (CC BY 4.0). RIEM does not charge fees for sending papers, nor does it charge fees for publishing its articles.
FILING SYSTEM
This journal uses the LOCKSS system to create an archive system distributed among collaborating libraries, allowing them to create permanent archives of the journal for conservation and restoration purposes.
EDITORIAL ETHICS
Revista de Estudios Iberoamericanos de Estudios Municipales (RIEM) bases its editorial processes on the ethical code of the Publications Ethics Committee (COPE). It therefore sets out the following commitments:
EDITOR
Ensure the selection of highly qualified reviewers with the least possible bias.
Evaluate exclusively on the basis of the scientific merit of the contents, without discrimination of any kind (ethnic, political, economic, institutional, etc.).
Not to disclose information about articles received to persons outside the editorial process.
Maintain the confidentiality of manuscripts, their authors and reviewers, ensuring the anonymity of the process.
Not to use the contents of the articles for own research without the express consent of the authors.
Strictly comply with the published times for the editorial process (14 weeks maximum term) and a maximum number of lag between acceptance and publication, that is, no accepted article can remain unpublished two issues in a row.
REVIEWERS
Make a critical, constructive and honest review of the scientific quality of the article received.
Inform the Editor in case of conflicts of interest, refusing to perform the review due to possible bias.
Decline to make an assessment if it does not correspond to your area of knowledge or specialization.
Evaluate the work in a timely manner, immediately informing the Editor in case of impossibility of performance at the time of receiving the request.
Consider each assigned manuscript as confidential, and these texts cannot be discussed with other persons without the express consent of the Editor.
Evaluate objectively, without establishing personal judgments about the authors of the contributions.
Justify their assessments according to the guidelines established by RIEM (available on the journal’s website).
Warn publishers if substantial parts of the work have already been published or are under review for another publication.
Indicate with precision the bibliographical references of fundamental works possibly forgotten by the author.
Inform the Editor of any similarities or overlaps of the manuscript with other published works.
Consider the information obtained during the peer review process as confidential, and may not use it for personal purposes.
AUTHORS
Present an original work, which does not contain parts of other authors or other fragments of work without the corresponding reference.
Present true and unaltered data.
Not to publish articles in which the same results are repeated in more than one scientific journal, nor to present a manuscript simultaneously in more than one journal.
Provide in a rigorous manner the indication of the sources and contributions mentioned in the article.
Include those people who have made a real contribution to the article, ranked the authors according to their level of responsibility and involvement in the document.
Not include other authors in the middle of the editorial process (not allowed by RIEM’s editorial policy).
Make available sources or data on which the investigation was based, in case of duly justified request by the Editor.
Explicitly declare the absence of conflicts of interest that may have influenced the results obtained or the proposed interpretations (mandatory in RIEM) and indicate any funding of agencies and/or projects from which the research article is derived.

The Revista Iberoamericana de Estudios Municipales is a publication funded by the Universidad Autónoma de Chile.
Journal history
Revista de Estudios Iberoamericanos de Estudios Municipales (RIEM) emerged in 2010 under the auspices of the Chilean Institute of Municipal Studies and was sponsored by the Universidad Autónoma de Chile. Since then, an issue has been published every six months. As of 2014, the journal has a new Editorial Team and Editorial Committee, with the aim of maintaining a constant process of improvement and positioning the journal as a space for exchange and academic dialogue of prestige.
In 2023, the journal changed its periodicity to continuous publication.

RIEM seeks to become a space for interdisciplinary dialogue around local and territorial processes in Latin America. Along with the analysis of subnational development and public management, the journal incorporates perspectives that address socio-territorial dynamics, ecological transformations, economic and social processes with differentiated effects on territories, as well as the tensions arising from multi-level governance. The journal receives contributions that, on the basis of case studies or comparative approaches, link the empirical with broader theoretical frameworks at a national, regional or global level.
The disciplines covered include, but are not limited to, public administration, political science, sociology, law, economics, anthropology, psychology, geography, environmental studies, and territorial development.
The maximum time for the final decision on an article or review the deadline of 14 weeks from the submission of the manuscript.

Enfoque y alcance
La Revista Iberoamericana de Estudios Municipales (RIEM), perteneciente a la Universidad Autónoma de Chile, es una publicación científica de alcance iberoamericano, gratuita y de acceso abierto. La revista es de publicación continua y contiene artículos académicos inéditos y reseñas, publicados en español, portugués e inglés.
La revista busca constituirse en un espacio de diálogo interdisciplinario respecto del desarrollo y la gestión pública subnacional en América Latina. Por lo mismo, RIEM acepta artículos construidos a partir de casos de estudio particulares, que siempre guardan relación tanto desde el punto de vista teórico como empírico, con procesos más amplios, ya sean de alcance nacional como internacional. Las disciplinas de cobertura de la revista principalmente son: administración pública, ciencias políticas, sociología, derecho, economía, antropología, psicología, geografía, educación y salud.
Política de acceso abierto
Esta revista proporciona un acceso abierto inmediato a su contenido, basado en el principio de que ofrecer al público un acceso libre a las investigaciones ayuda a un mayor intercambio global de conocimiento.
RIEM no cobra por procesamiento de artículos (APC) ni cargos por envío de artículos para ninguno de los procesos editoriales o la publicación.
La Revista Iberoamericana de Estudios Municipales (RIEM) fundamenta sus procesos editoriales basándose en el código ético del Comité de Ética de Publicaciones (COPE). Por ello establece los siguientes compromisos:
EDITOR
- Garantizar la selección de revisores altamente calificados y con los menores sesgos posibles.
- Evaluar exclusivamente en función del mérito científico de los contenidos, sin discriminaciones de ningún tipo (étnico, político, económico, institucional, etc.).
- No divulgar información relativa a los artículos recibidos a personas ajenas al proceso editorial.
- Mantener la confidencialidad de los manuscritos, sus autores y revisores, garantizando el anonimato del proceso.
- No utilizar contenidos de los artículos para investigación propia sin el consentimiento expreso de los autores.
- Cumplir de manera rigurosa los tiempos publicados para el proceso editorial (14 semanas plazo máximo) y máximo un número de desfase entre aceptación y publicación, es decir, ningún artículo aceptado puede permanecer como no publicado dos números seguidos.
REVISORES
- Realizar una revisión crítica, constructiva y honesta, de la calidad científica del artículo recibido.
- Informar al Editor en caso de conflictos de interés, rechazando realizar la revisión por posibles sesgos.
- Declinar realizar una evaluación en caso que no corresponda a su ámbito de conocimiento o especialización.
- Evaluar los trabajos en plazo establecido, informando de manera inmediata al Editor en caso de imposibilidad de cumplimiento al momento de recibir la solicitud.
- Considerar cada manuscrito asignado como confidencial, no pudiendo estos textos ser discutidos con otras personas sin el consentimiento expreso del Editor.
- Evaluar de manera objetiva, sin establecer juicios personales sobre los autores de las contribuciones.
- Justificar sus valoraciones en función de la pauta establecida por RIEM (disponible en la web de la revista).
- Advertir a los editores si partes sustanciales del trabajo ya han sido publicadas o están bajo revisión para otra publicación.
- Indicar con precisión las referencias bibliográficas de obras fundamentales posiblemente olvidadas por el autor.
- Informar al Editor de cualquier similitud o solapamientos del manuscrito con otros trabajos publicados.
- Considerar la información obtenida durante el proceso de revisión por pares como confidencial, no pudiendo utilizarla para propósitos personales.
AUTORES
- Presentar un trabajo original, que no contenga partes de otros autores o de otros fragmentos de trabajos sin la referencia correspondiente.
- Presentar datos verídicos e inalterados.
- No publicar artículos en los que se repitan los mismos resultados en más de una revista científica, ni presentar un manuscrito de manera simultánea en más de una revista.
- Proporcionar de manera rigurosa la indicación de las fuentes y los aportes mencionados en el artículo.
- Incluir aquellas personas que han hecho una contribución real al artículo, jerarquizado los autores conforme a su nivel de responsabilidad e implicación en el documento.
- No incluir otros autores en medio del proceso editorial (no permitido por la política editorial de RIEM).
- Poner a disposición fuentes o datos en que se basó la investigación, en caso de solicitud debidamente justificada por parte del Editor.
- Declarar explícitamente la inexistencia de conflictos de interés que puedan haber influido en los resultados obtenidos o las interpretaciones propuestas (obligatorio en RIEM), e indicar cualquier financiación de agencias y/o de proyectos de los que se derive el artículo de la investigación.

La Revista Iberoamericana de Estudios Municipales es una publicación financiada por la Universidad Autónoma de Chile.
Historial de la revista
La Revista Iberoamericana de Estudios Municipales (RIEM) surge en 2010 al alero del Instituto Chileno de Estudios Municipales y el patrocinio de la Universidad Autónoma de Chile. A partir de entonces, se ha publicado semestralmente un número. A partir del año 2014, la revista cuenta con un nuevo equipo editorial y comité editorial, con el objeto de mantener un constante proceso de mejora y posicionar a la revista como un espacio de intercambio y diálogo académico de prestigio.
En el año 2023, la revista pasó a publicación continua y desde enero de 2025 usa licenciamiento Creative Commons de Atribución 4.0 Internacional (CC BY 4.0) de acuerdo a la política de acceso abierto de la universidad y los principios FAIR de ciencia abierta. En 2025, además, estableció una política sobre uso de inteligencia artificial por parte de los autores y en el proceso de revisión y producción editorial.
